[cups.general] print queue to "Local Port" like in Windows

Yes, although this "feature" is disabled by default for security and usability issues.

First, run:

	cupsctl FileDevice=yes

to enable "file" URLs, and then you can add a printer using "file:///path/to/file" as the device URI.
