I've looked arroud all week end for the sources of the filter 'texttopaps' and it seems that this only exists in form of Fedora source RPM's, for example paps-0.6.8-13.el6.src.rpm, which contains the normal paps-0.6.8 tar archive and a set of patches, among them paps-cups.patch which patches the paps sources so it may get called later as 'texttopaps' and having access to the CUPS shared libs.

I will investigate this later when I can solve the CJK issue with paps itself.
