It seems that disabling pdf printing support in cups now allows me to 
print in LibreOffice without any further intervention. I was getting 
empty file! error with pdf printing enabled. I was able to work around 
that error by setting the printer to use psotscript level 2 using 
LibreOffice Printer Administration.

That solution wasn't the best as I would have to instruct end users on 
how to do it on their own. I guess LibreOffice notices that it can't 
send pdf's to cups so then it just sends a postscript job and I don't 
have to do anything with LibreOffice Printer Administration even though 
it's set to use the PDF driver.
