CUPS problem with Arabic-Persian output from Oracle Reports

 Hi
I'm using Oracle FusionMiddleWare 11gR2 Forms and Reports Service & CUPS-PDF on OEL 5.
My Reports output print as Symbol font

All Setting in Oracle Reports are correct because Oracle PDF output in display with correct font.but Oracle Reports dose not support Pashtoo-Persian characters in PDF output.
Print arabic from Linux terminal replace All Arabic character with no-def char and output is blank page but OpenOffice print it with Arabic.
