1.4.x and earlier had specific workarounds for broken printers. Most of
those workarounds were pulled in 1.5 because they prevented us from
streaming to a printer.

As for the "printer is busy" message, that means that another host has an
open connection with the printer. With IPP we can connect but any
submission will fail as long as another computer is sending something (or
connected on port 9100, e.g. with socket).

Cycle the power on the printer and try printing again.
