[cups.general] How to enforce queueing printyobs per user?

In relation to my request for an accounting software for CUPS, I am also
open to code the webinterface my own.

Now I have following questions:

1)  How can I enforce queueing of printjobs per user?
2)  How can I get the pagenumbers and other data of the printjobs?
3)  How to activate the printing of queued jobs?

If the above 3 questions are solved, the Webinterface is simple.

1)  Customer print per Internet
2)  Incoming print job is queued
3)  Customer log into website, see the print jobs, with number pages,
    printer and price of print job
4)  Customer acconowledge printjob and is billed
5)  Cups printe the job
6)  Customer get its printouts...
