[cups.general] Cannot access CUPS remotely

I cannot access port 631 on my CentOS-6.3 server remotely:

[tim at rose ~]$ telnet www.?.com 631
Trying ?.?.?.228...
telnet: connect to address ?.?.?.228: Connection refused

I'm running shorewall on the server, but when I turn it off
(with "sudo shorewall clear") I get the same result.
I can access the printer locally without difficulty.
I have "Listen *:631" in /etc/cups/cupsd.conf ,
and also

# Restrict access to the server...
<Location />
Order allow,deny
</Location>

Any advice or suggestions gratefully received.
