CUPS 1.5.x can't handle JIS83-RKSJ PPD right

When I use PPD encoded in JIS83-RKSJ (Shift JIS Japanese; traditional Japanese PPD encoding), most of applications including CUPS Web UI, system-config-printer or gtk-print can't display item names.
CUPS 1.4.x works fine with the PPD (I tried Ubuntu 10.04 LTS; CUPS 1.4.3-1).
JIS83-RKSJ is a valid encoding defined in Apple PPD specification, so CUPS need to handle these "traditional" style encoding right to backward compatibility.
