Where are you seeing this?

This is normal when viewing the jobs of other users (new security feature in Lion) but should not happen for your own unless you are looking at the jobs in the web interface.

Job history is only maintained for a limited number of jobs - 500 for the default configuration.

They are stored in /var/spool/cups in the "d" files. The job history/control files are the "c" files.
