[cups.development] [RFE] STR #4141: Web Interface: should alert user if cookies disabled

With disabled cookies CUPS web interface doesn't request user
authorization. For example, if user press button "Add Printer", it just
silently don't work. It would be good if in case it's required some
cookies it would alert user that cookies required to be enabled. Or always
alert user that with disabled cookies some part of web interface will
silently do nothing. I couldn't find documentation mentioning cookie
requirement for now.
