CUPS should have support for failover and RFC2782 in "BrowseLDAPServer"
cupsd.conf option. e.g. it could be specified like this:
  BrowseLDAPServer ldap://srv1.domain.lan ldap://srv2.domain.lan
or RFC2782 variant:
  BrowseLDAPServer domain.lan    # search for _ldap._tcp.domain.lan DNS
