CUPS minimum version support for Avahi conf

I tried in cups 1.3.11 wherein I created a service file in Avahi which works fine printer discovery and able to print documents successfully. But the same fails in cups 1.1.23. Just wanted to know what makes the cups 1.3 version to work with Avahi service file but not cups 1.1.23.
