I understand that filter texttopaps is responsible converting text to postscript
on cups 1.3. I have tried to change texttopaps to texttops on 
/etc/cups/mime.conv
but to no avail. 

I have tried the paps binary itself and was able to convert small-hello.utf8 to 
small-hello.ps and printed out just fine with lp command. 

Not sure is ghostscript needs some tweaking as we needed to do on cups 1.1 to 
print chinese.
