Not always. A lot of them use a session variable.

Add a printer (as I mentioned).

While I am not thrilled with the idea of requiring cookies (eliminates the
use of certain text browsers), what I am really annoyed (an understatement)
with is the idea that the documentation doesn't mention it. What is wrong
with saying "The web interface requires cookies for certain functions such
as adding printers." At least then, it would be (clearly) my fault if I
did not read the documentation.
