What sets FINAL_CONTENT_TYPE?

I have tried both custom filters and adding

*cupsFilter:    "application/vnd.cups-postscript 0 coffee"

to my PPD (originally i had a custom .types and custom .convs file with everything set to 0 for cost)

Essentially i want every job coming in, when mated to my PPD to call my custom filter w/o calling any other filters.  when the FINAL_CONTENT_TYPE = application/<printer name> it works, but when it is vnd.cups-postscript it completely bypasses my filter, and what's more bizarre is it seems to come and go with re-boots.  always printing the same document and no other changes.
