The second part (a class of queues plus a single "raw" queue)
is probably overcomplicated:

To get print job processing in parallel it is probably simpler
to set up for each printer device a class of several queues
and let the applications print to the class because several same
backends that run at the same time for the same printer device
should do mutual exclusion and waiting - only if not, the
single "raw" queue would actually be needed.

Again: This is only an untested proposal.
