Can't create printer; cupsd stops when I try

Further info:
with the effort to create the printer, the error.log and access.log have no errors or messages other than the printer was created.

However, the message log shows:
Nov  2 20:39:32 localhost smbd[3970]:   Could not find child 12783 -- ignoring
Nov  2 20:39:59 localhost systemd[1]: cups.service: main process exited, code=exited, status=127
Nov  2 20:39:59 localhost systemd[1]: Unit cups.service entered failed state.
Nov  2 20:40:32 localhost smbd[14630]: [2012/11/02 20:40:32.465222,  0] printing/print_cups.c:109(cups_connect)
Nov  2 20:40:32 localhost smbd[14630]:   Unable to connect to CUPS server /var/run/cups/cups.sock:631 - Connection refused

At the moment the program tries to create the printer there is error status code of 127. I have seen this before. I need help pin pointing its source.
