[cups.general] install the CUPS Windows driver

The CUPS Windows driver is no longer supported; you can grab the current source code from the Subversion repository at:

    http://svn.easysw.com/public/windows/trunk

You will also find pre-compiled driver files under the i386 and x64 directories.
