Issues like low toner are inside the printer and in such cases
the printer itself does what it wants to do.
Perhaps you can change the printer's built-in behaviour
directly at the printer (see the printer manual).

In contrast the CUPS ErrorPolicy is about what should happen
on the CUPS server when the CUPS backend fails there,

and see in particular "Exit Codes" at
http://www.cups.org/documentation.php/doc-1.7/man-backend.html

Usually the CUPS ErrorPolicy and issues inside the printer
are unrelated unless you use a special backend that fails
when there are issues inside the printer.
