According to RFC2911 p56 IPP-Get-Jobs should returned jobs in the following
order:

      - If the client requests all 'completed' Jobs (Jobs in the
        'completed', 'aborted', or 'canceled' states), then the Jobs are
        returned newest to oldest (with respect to actual completion
        time)
      - If the client requests all 'not-completed' Jobs (Jobs in the
        'pending', 'processing', 'pending-held', and 'processing-
        stopped' states), then Jobs are returned in relative
        chronological order of expected time to complete (based on
        whatever scheduling algorithm is configured for the Printer
        object).

This is not the case with Cups 1.4 version and probably with all versions
since the problem has never been reported before. This becomes a blocker
when you want to limit the number of results of IPP-Get-Jobs and you
quickly have to do so when you have more than a few dozen of jobs (see STR
#3819 and STR #2913). STR #4326 seems to be related but not really,
actually, I think STR #4326 is a consequence of this issue.
