[cups] not broadcasting printers via avahi

Just upgraded cups to 1.7.5, and would like to get my printers boradcasting
the new way. It doesn't seem to be working though, no printers show up in
avahi-discover, and in the cups error log, I see this for all my printers:

D [27/Aug/2014:15:48:05 -0600] Avahi server connection now available,
registering printers for Bonjour broadcasting.

type "_printer._tcp".
