[cups] hold and resume via 'lp' command does not work

Hi!

I want to set a job in hold via CLI (lp).

Here the situation:
The printer is stopped and there is a job in the queue (pending)

[root at jsc-cups cups]# lpstat -l -o zam27
zam27-2204              zdv124         1557504   Wed Feb 12 08:34:29 2014
        Alerts: none
        queued for zam27
[root at jsc-cups cups]# lpq -Pzam27
zam27 is not ready
Rank    Owner   Job     File(s)                         Total Size
1st     zdv124  2204    Testdruck-2Seiten.pdf           1557504 bytes

Now I want to set job attribute HOLD
[root at jsc-cups cups]# /usr/local/bin/lp   -i 2204  -H hold
[root at jsc-cups cups]# lpstat -l -o zam27
zam27-2204              zdv124         1557504   Wed Feb 12 08:34:29 2014
        Alerts: none
        queued for zam27

In the access_log is the Information
localhost - - [12/Feb/2014:08:36:35 +0100] "POST /jobs HTTP/1.1" 200 138
Set-Job-Attributes successful-ok

Now I do the same in the web interface. (Press hold job)
Web is telling me:
held since
Wed 12 Feb 2014 08:34:29 AM CET

and access_log tells me
localhost - - [12/Feb/2014:08:36:35 +0100] "POST /jobs HTTP/1.1" 200 138
Set-Job-Attributes successful-ok
localhost - - [12/Feb/2014:08:38:43 +0100] "POST /jobs HTTP/1.1" 200 144
Hold-Job successful-ok
[root at jsc-cups cups]# lpstat -l -o zam27
zam27-2204              zdv124         1557504   Wed Feb 12 08:34:29 2014
        Alerts: job-hold-until-specified
        queued for zam27

Deleting jobs is working:
[root at jsc-cups cups]# lprm -Pzam27 2204
[root at jsc-cups cups]# lpq -Pzam27
zam27 is not ready
no entries

System info:
[root at jsc-cups cups]# cups-config --version
1.7.1
CentOS release 6.5 (Final)

any idea?
