[cups] Default size

As far as I know it is the locale of the cupsd
that determines what fallback paper size is used
when a print queue is created by "lpadmin"
without explicit specifying the right paper size.

When you use "lpadmin", you would have to change
the cupsd's locale.

When you create a print queue with whatever tool,
it depends on that tool what fallback paper size
is used when a print queue is created by that tool
without explicit specifying the right paper size.

I think it is better to explicitly specify the right
paper size (what is actually loaded in the printer)
when creating a print queue because that will work.
