Matt,
I did one more test using your label-noscale.pdf. The results are
really disappointing:
the use of the default filter
cgpdftoraster
leads to a quite rugged raster image.
Obviously this filter internally performs at least two conversion
steps using an unknown
inermediate format.
The result is the same with Mac OS X 10.5.8 and 10.9.4.
On the contrary, when using my home-grown gstoraster filter, the
result is OK as you described
when using the original source image.
So, I'd suggest to modify your CUPS configuration to using my
gstoraster filter. Note that
it requires a fairly recent version of Ghostscript (see the
description on sourceforge.net).
If you happen to have MacTeX installed, version 9.10 of Ghostscript is
already installed.
