[cups] unable to open file | permission denied

Please do the following:
cupsctl --debug-logging
lp test.pdf
after the error message
cupsctl --no-debug-logging
and then post the part of the /var/log/cups/error_log that contains
the messages
related to this job.
I suspect something is going wrong with the filter chain for
processing PDFs
