Because those vendors choose not to support it for those products, which
typically consume PDF these days.  Since PDF is already compressed,
supporting compression is not a benefit.

All HP and Lexmark printers, most Brother, Epson, Samsung, and Xerox
printers, and many Canon (inkjet) printers support compression.

In any case, your issue only reinforces my point: there is no easy way for
your to know whether compression is supported, but the IPP backend *does*
and can do a much better job of choosing when it will be beneficial to use
it.
