[cups] forcing OS X Yosemite CUPS 2.x to interoperate with IPP 1.1?

Hi All!

I'm new to the cups mailing list, or at least haven't been a member since
the old cups site went offline years ago.

We're running a Red Hat Enterprise Linux 5.11-based campus print server,
which means cups 1.3.7.

We've recently begun testing Mac OS X Yosemite clients, and discovered
that they cannot successfully submit print jobs to CUPS 1.3.7.

The cups error_log says:

E [19/Aug/2015:11:06:46 -0500] cupsdReadClient: 8 IPP Read Error!
D [19/Aug/2015:11:06:46 -0500] cupsdSendError: 8 code=400 (Bad Request)

Searching the web for that, Red Hat support has self-filed this NOTABUG:

 	https://bugzilla.redhat.com/show_bug.cgi?id=978399

So, if you're using a command-line client to submit the job, you can
specify /version=1.1.  I haven't tested that to confirm, but I trust
what Tim Waugh is saying in that ticket.

The question is, how do you get the CUPS 2.x implementation on Mac OS X
Yosemite to do that?  Is there some "advanced option" somewhere in the GUI
to make the Mac's implementation default to IPP/1.1 for particular queues?
