If you're building cups 2.0.4, as it appears from other messages, then
there should be an option for cups-lpd to use systemd for launching
cups-lpd, instead of using xinetd.
The release notes indicate that's one of the issues that was fixed in
version 2.0.1, last year:

The scheduler directory seems to have systemd config files for both
the cups-lpd.socket and cups-lpd.service. They should be part of
the package that's generated, and you would therefore use systemctl
to enable cups-lpd.
