When I run as root I still get the password dialog:
 root at server:# cancel -a -u tostrom
 Password for root on 10.74.0.1? 

I've also tried:
 root at server# sudo -u tostrom cancel -a -u tostrom
 Password for tostrom on 10.74.0.1?
