Setting
Sandboxing relaxed
in cups-files.conf bypasses this issue.
The cause is that the Xquartz stuff is installed in /opt, access to
which is forbidden by cupsd's sandbox profile by default.
Moving the X11 libraries to, say, /usr/lib, does not solve the issue,
as the library functions look for locale settings in
/opt/X11/share/X11/locale
and this path seems to be hardcoded.

Is there any legitimate reason to install the X11 stuff in /opt ?
