[cups] unable to find the printer off-line

Hello All,

Currently , I am developing a raster filter.Before sending the job i need
to know whether the printer is on-line or off-line.

I used cupsSideChannelDoRequest along with CUPS_SC_CMD_GET_STATE command to
get back the state of the printer. This command is working well with the
USB printer.

 But it always returns CUPS_SC_STATE_OFFLINE state always for the network
printer even it is connected with the network as well as the jobs goes
well. Please let me know how do find the printer state.
