CUPS predates *C99*, and there is a significant amount of code (including
the core CUPS programs) that depend on the current naming...  Doing a
complete rewrite to "comply" with C11 would be a massive effort, not just
for the core CUPS code but for everything that depends on it.

Historically "_" has been recommended for private/system use to avoid
namespace pollution/collisions with regular applications.  And on some
platforms using "_" prefixes on names is the only way to avoid exporting of
symbols in shared libraries, etc.

So, unless there are actual problems being caused by the current naming we
have no interest in changing things.
