Unfortunately, Mopria is a closed organization and nobody here is likely to be able to answer your questions.

Totally unknown - Apple is not a member of Mopria and I have not been told whether CUPS works as a Mopria print service.

You'd have to ask somebody at Mopria.  I know they have been using IPP Everywhere as a baseline for their stuff, but I do not know whether being an IPP Everywhere printer is enough to work with a Mopria client.

CUPS is a conforming IPP Everywhere *client*. It is not a conforming IPP Everywhere *printer* implementation, mainly because the printer driver model cannot support some of the things that IPP Everywhere requires.  Some of the issues are being addressed in CUPS 2.1, but certain features (overrides in particular) will require more substantial changes that may be impossible to support with existing drivers.

(The ippserver test program in the CUPS sources *is* a conforming IPP Everywhere printer and served as a prototype for the IPP Everywhere specification...)
