Table 2 contains a excerpt of RFC2911 printer-state-reasons.

This list has several issues:
1. RFC2911 is not mentioned as source for this list
2. Several reasons from RFC2911 are missing
3. The list contains reasons deprecated in PWG5100.9
4. It is not coordinated with ipp-spec.html, which explicitly references
RFC2911

Both api-filter.html and ipp-spec.html should reference a common document
referencing the IANA list [1], RFC2911, PWG5100.9 [2] and PWG5100.13 [3].
This documentation should also mention which reasons are supported under
which circumstances (e.g. is "STATE: +cleaner-life-over" (PWG5100.13)
accepted?)
