It is mentioned as an example "high level" document format, but the only required document format for IPP Everywhere is PWG Raster.  PDF is the preferred document format (for obvious reasons) and is WIDELY supported in current network printers...

(XPS and WS-Discovery - both Microsoft technologies - are NOT required or tested for IPP Everywhere self-certification, mainly because Microsoft hasn't adopted the standard they lobbied so hard for...)
