Actually Windows does support authenticated IPP queues, but is a bit of a kludge.
For Win7 SP1 or Win2008 R2, install the KB2616471 IPP hotfix that fixes authentication to non-Windows IPP print servers :

For Win 8.1, it's fixed in one of the Windows updates.
Win 10 seems to support authenticated IPP out of the box.
And what I mean by kludge, you are not prompted for the credentials, so need to go to the printer properties "Port" tab, click "Configure Port" and ensure "use the specified user account" is selected and username and password is filled in.
