Regardless that "cups-pdf" starts with "cups" it is
no software from CUPS upstream but totally seperated
software from
http://www.cups-pdf.de/

For general information regarding "Printing to PDF"
you may have a look at
https://en.opensuse.org/SDB:Printing_to_PDF

FYI:

Also some other RPMs like "cups-filters" are not
from CUPS upstream but totally seperated software.

For example "cups-filters" that is from the
OpenPrinting workgroup of the Linux Foundation, see
http://www.linuxfoundation.org/collaborate/workgroups/openprinting/cups-filters
and
http://www.linuxfoundation.org/collaborate/workgroups/openprinting/pdf_as_standard_print_job_format

To find out whereto a binary RPM package belongs
you can use

$ rpm -qi <package_name>

and in its output check what the "Source RPM" is.

Usually the "Source RPM" name indicates what the
actual upstream source of a binary RPM is and
the "URL" line in a "rpm -qi" output should usually
point to the upstream project of that software.

Kind Regards
