[cups] cups 2.x ipp with older cups server

Simon,

Since CUPS 1.7.x, CUPS has defaulted to sending IPP/2.0 requests.  You can use the "version" URI option to use IPP/1.1 requests:

    ipp://server/printers/queuename?version=1.1
