As far as I understand it filter errors cannot be a "IPP backend bug".

For filter errors you should first and foremost ask at your
particular Linux distribution so that they could have a closer
look what exact software is causing the failure.

That in your case Ghostscript fails does not at all mean
that the root cause is actually in Ghostscript.
