[cups] Print Queue out of order

Hello,

we are using cups 1.7.5 on a SLES 12 server. We have about 950 printers configured all connected via socket. (Canon LPB 6680, Canon IR1133IF and Canon IR-ADV 5035). We notice, when a printer runs out of paper or a paper jam occurs the printjob is killed.
Even if paper is refilled or paper jam is fixed the printjob won't start again. It blocks the queue and no other print job in the queue is processed. Deleting this print job don't fix the problem. Only a restart of cups solve this issue. But restarting takes about 5 minutes.
Before cups 1.7.5 we were using cups 1.3.9 with the same printer drivers and we never had this problem. If a printer runs out of paper in cups 1.3.9  it was stopped as specified in the error handling.
After the print job is killed by cupsd the printer is idle, accepting jobs but no job in the queue will be printed.
I think this behavior is a bug. I added the debug log as attachment. Does anybody knows how to solve this problem.
