Looking into the sources of foormatic-rip shows that „Job canceled“ is written from the
signal_terminate function, independent of the caught signal, and this really causes
only termination of foomatic-rip and its children.

So, I suspect in the OP’s cupsd.conf (or printers.conf) might be set the 
ErrorPolicy to abort-job. The error policy is obeyed if the backend exits with
CUPS_BACKEND_FAILED (1).
