The startup script is indicating "unable to start cups scheduler". 

Setting the config file seems to work:
root@[]:/usr/sbin# cupsd -c /etc/cups/cupsd.conf
root@[]:/usr/sbin# echo $?
0

However, the config-file test fails:
root@[]:/usr/sbin# cupsd -t
root@[]:/usr/sbin# echo $?
1

Starting cups manually also fails:
root@[]:/usr/sbin# cupsd -t
root@[]:/usr/sbin# echo $?
1

The configuration file has not been edited from the default. It's at the
correct path on the target system's disk. 

Can anyone recommend a good starting point to debug cupsd? Unfortunately I
can't run any of the built-in tests since they're not compatible with the
target system and I had to disable them in the makefile. 

Is there anything in the configuration file which could prevent cups from
starting? Anything else I should check on the target filesystem?
