I believe (though I haven't confirmed) that sending a SIGHUP to the
running cupsd should reload the configs.
However, I wonder if this is perhaps not the issue you should be
worrying about. If your environment can't withstand 6 minutes of
downtime, I wonder how good your failover plan is for if/when this
2100-printer server decides to go belly-up. Also, if this is a
production environment, don't you have maintenence windows? Planned
downtime for upgrades? Etc.?
