As you were previously informed, the escputil is not part of CUPS.  For your purposes here with the color problems, you don't need to use any utility to see if you have run out of one or more inks.  Please check the HTML User Guide provided by EPSON.  The lights on you printer will tell you if you are low or out of ink.  There are then steps to determine which ink is depleted.

If there are no lights blinking on your printer that would indicate an ink issue, you should do a nozzle check and/or clean the heads.  Both these functions can be done with escpuitl.  You don't need to use a raw device for these functions.  If you don't find a problem after cleaning and verifying with a nozzle check, I might suspect there is something wrong with the printer. It may need service.
