Indeed, yes. PageLogFormat has to be non-empty or absent from cupsd.conf
for pdftopdf to do page logging. It will do it when it is the last
filter before the job is sent to the printer, something it doesn't do at
present.

When it isn't the final filter it checks what the last filter in the
filtering chain is. If it gstopxl, foomatic-rip or hpps it logs to the
page_log. Otherwise, it lets the last filter do its own thing.
