cupsd writes out its printer data to $ServerRoot/{printers.conf,ppd/*.ppd},
alongside less volatile data, like cupsd.conf and cups-files.conf. Some
systems might like to keep the static config files (i.e., ServerRoot)
protected in a read-only partition, while placing the volatile printer info
in a writeable partition.

This request is to support a new conf directive (e.g., PrinterRoot) to have
cupsd store its printer-related read/write files in a different directory.
Patch attached to implement this.

Note that I haven't updated the man-pages or included it in the
autogenerated cups-files.conf yet. I just wanted to probe about the idea
first.
