There is no notion of option groups in IPP - that is entirely a PPD implementation detail.

Installable options (and the installable options group) are not present in IPP because the IPP server will return only those values that are supported/available.  For example, if a duplexer is not installed in the printer then the "sides" and "sides-supported" attributes will not contain/support the values 'two-sided-long-edge' or 'two-sided-short-edge'.
