[cups] Couldn't open file Permission denied on spool files

Can someone give me a tip on permission issues in the spool directory when try to reprint a job and receiving jobs?
I'm getting this error in cups 1.4.2-67

I can't figure out what user other than root/lp would be executing out of the cupsd.  I know if I change the permissions to 644 it works so someone else other than root/lp is executing this.

Error: Couldn't open file '/cups/spool/d00146-001': Permission denied.
