[cups] Always redirect http to https access webGui

Hello Michael,

I try to check this out, but it is not working on my cups 1.7.5 .

I searched the online documentation and found man-cupsd.conf.html.

DefaultEncryption Never
DefaultEncryption IfRequested
DefaultEncryption Required
    Specifies whether encryption will be used for authenticated requests. The default is "Required".

Always is not documented and not working.
