This seems rather complicated to do, and the manpage doesn´t say what
the events are something that tries to get notified will receive:
requests sent by clients, traffic between cups and printers, or something
else, or all of them?  And how do you get notified, and how do you extract
the information you need from the IPP messages you receive?

After all, being notified also requires that something reads the information,
same as with a named pipe.

Besides, IPP is not really being used because lpd works so much better.
